NY’s Gay Legislation

Senator Thomas Duane, the sponsor of three key pieces of LGBT legislation, said he is “working every day with colleagues on both sides of the aisle” on advancing them. But has only stated definitively that he has the votes to pass marriage equality.
The other two bills at issue are the Gender Expression Non-Discrimination Act (GENDA) and a school anti-bullying measure, the Dignity for All Students Act (DASA). These two measures would be the first state laws to provide protections based on gender identity and expression, at last affording transgendered and gender-variant New Yorkers access to basic civil rights redress.
