<p>Looks like Barney Frank, the openly gay congressman from Massachusetts has a GREAT proposal to help cut government spending.</p>
<p>According to a post on <a href="http://tpmdc.talkingpointsmemo.com/2010/12/barney-frank-nato-serves-no-strategic-purpose.php?ref=dcblt" target="_blank"><strong>TPM</strong></a>:</p>

The  congressman told The Huffington Post that defense spending needs to be included in the  discussion about spending cuts, and argued that the liberal community  should focus specifically on NATO spending as an issue. 			<content:encoded><![CDATA[<p>One thing you have to say, whether you like him or not, whether you agree with him or not, and even if you think he&#8217;s not the greatest LGBT advocate, Barney Frank tells it like it is and he&#8217;s not too worried about hurting people&#8217;s feelings.<span id="more-14738"></span></p>
<p>Perhaps that&#8217;s why some LGBT community members are pissed off that Frank recently spoke out to <a href="http://www.washingtonblade.com/2010/11/08/frank-%E2%80%98zero-chance%E2%80%99-for-lgbt-bills-next-year/" target="_blank"><strong>The Washington Blade</strong></a> about what we can expect from the U.S. Congress when it comes to advancing gay rights over the next two years&#8230;absolutely nothing!</p>
<p>According to the interview:</p>
<blockquote><p><em>“Next year there’s no chance of anything happening,” he said of pro-LGBT legislation. “There’s zero chance.”</em></p>
<p><em>He added, “It will be a status quo. They don’t have the votes to hurt  us but we don’t have the votes to advance anything in the cause.</em>”</p></blockquote>

<p>The Employment Non-Discrimination Act of 2009 (H.R.2981) would also prohibit employers from retaliating against an individual for opposing unlawful discrimination.</p>
<p>The bill includes an exemption for religious institutions and the armed forces.</p>
<p>The legislation has been introduced several times before. In 2007, when Democrats held control of both chambers of Congress but not the White House, the legislation never made it before the full House for a vote.</p>
<p>Democrats now have a stronger majority in both chambers, but it&#8217;s unclear whether they have enough support to survive a filibuster in the Senate. President Obama has been a supporter of the legislation.</p>
<p>More than a dozen states protect employees from discirmination based on sexual orientation. More than 100 cities and 20 counties do as well.</p>

			<content:encoded><![CDATA[<p>I love Barney Frank. As chairman of the powerful House Financial Services Committee, this past week he&#8217;s been all over the news channels discussing the 700 billion dollar Wall Street bailout. <span id="more-3338"></span>Regardless of what you think about the proposed bailout plan (and feel free to share in the comments section) there is something quite reassuring for the GLBT community in having him be so visible of late.</p>
<p>The man is enormously popular with his constituents. First elected in 1980, he’s been re-elected 12 times. (Republicans haven’t even bothered to field an opponent for his house seat since 2002).</p>
<p>Frank is also one of only two openly gay members of the U.S. House of Representatives (the other being Tammy Baldwin).  He came out publicly in 1987.</p>
<p>1990 was probably a low point in Frank’s political career.  His former housemate Steve Gobie went public with claims that he had been operating a male escort service out of Frank’s apartment.  Ironically, Republican Larry Craig led the charge to have Frank expelled or censured over this scandal. Ultimately, the House voted only to reprimand him.  Even with that incident hanging over him, Barney Frank won his 1990 re-election bid with 66% of the vote.</p>
<p>Throughout his political career Frank has been a staunch advocate for GLBT causes. He has also publicly threatened to out closeted politicians who use their seat of power to advocate anti-gay positions.</p>
<p>As Frank explained what has come to be called “The Frank Rule:”  “I think there’s a right to privacy. But that right to privacy should not be a right to hypocrisy. And people who want to demonize other people shouldn&#8217;t then be able to go home and close the door and do it themselves.”</p>
